Preparation of FDIC Property Inspection Report for the initial inspection within 14 Calendar Days on each Newly Assigned Property
- Within 24 hours of assignment identify and correct any imminent health or safety concerns
- Perform a full systems inspection, including a roof inspection and prepare a FDIC property condition report, along with a detailed report along with costs to correct any deficiencies. If problems do not exist, report same.
- Identify and report whether property is on a septic tank or sewer system. If septic tank, perform a septic tank inspection and prepare a detailed report along with costs to correct any deficiencies. If problems do not exist, report same.
- Identify is property is on well or public water. Perform a well inspection to verify functionality.
- Prepare a detailed report of the condition of the property along with a detailed listing of any findings along with a notation of those corrected by your staff and a cost for each finding to correct.
- Posting of proper signage including sign in sheets
- Removal or elimination of minor exterior and interior hazards such as, but not limited to:
- clothes line cables or ropes
- exposed nails
- taping cracked windows
- installing wire nuts on all exposed wires
- Caution taping of imminent hazards (Open pools, missing rails, steps, etc.)
- Replacement of all defective pressure relief valves on hot water heaters
- Tagging abandoned vehicles for removal and documentation (license # and VIN)
- On Mobile Homes document the Make, Model, VIN#
- List all appliances, type and condition; recommendation of removal
- If roof is received in inventory tarped, remove tarp and determine if repair is possible, submit to the regional office determination, patch roof to prevent future leakage. If tarp must be put back onto roof, notify regional office so that HUD can approve the tarp remaining.
- Termite Inspection Report performed by a licensed WDO

INITIAL & ROUTINE SERVICES SPECIFICATIONS
DEBRIS AND TRASH REMOVAL
General Specifications- Within 14 Calendar Days of notification of the newly assigned FDIC ORE owned properties.
a. Regardless of quantity, remove all trash and debris from the interior and the exterior of the assigned property and from within all structures on the property (including, but not limited to porches, attics, garages, outlying buildings, storage sheds, decks, patios, crawl spaces, etc.).
- All trash and debris will be removed from the premises to an acceptable trash dumping area.
c. Materials of flammable, hazardous, or environmentally destructive nature shall be removed and disposed of in accordance with EPA guidelines and local codes and ordinances.
Interior of Property
a. Cleaning the property (to include basements, attics, store rooms, sheds, carports and garages) must include the removal and proper disposal of all debris, trash, personal effects such as furniture, clothing, dishes, utensils and dead animals. Removal of floor coverings only with approval.
b. Do not remove the range/stove, or any freestanding appliances or fixtures (refrigerators, air conditioners, washer, and dryers) unless they have been tagged/marked for removal.
Exterior of Property
In addition to lawn maintenance, remove and properly dispose of all debris and trash, rubble, fallen tree branches, abandoned vehicles, and any other objects such as discarded paper products, newspapers, fliers, glass, wood or material/debris that would not normally be kept on the lot and exterior of property.
Disposition of Debris and Trash
All trash and debris found within the property lines must be removed from the premises and disposed of in accordance with local codes. Nothing is to be left at the curbside for city refuse collection.
CLEANING THE PROPERTY
The utilities are off, AMS will have a generator for electricity and capable of bringing its own water.
NOTE: All must result in clean and fresh condition upon completion.
- All surfaces must be cleaned to streak free condition
- All non-painted wood surfaces in the interior are to be cleaned with a Scott’s Liquid Gold or equivalent cleaning solution
- All wood flooring is to be cleaned with a wood cleaning solution, i.e. Johnson’s Wood Floor cleaner or comparable
- Clean all shiny surfaces with appropriate cleaner as to enhance the shine; i.e. Windex or comparable. These include but not limited to: all fixtures bath & kitchen, appliances, etc.
Bathroom:
- Clean all kitchen and bathroom sinks, mirrors, toilets, tubs, and showers. Clean all mirrors and glass with commercial glass cleaner and don’t leave streaks.
- Broom sweep and Mop floors
- Clean any surface including woodwork, baseboards, doors, faceplates, and all air conditioning and heating vents.
- Wash and clean all vanities, cabinets, counter tops, towel bars and soap dishes.
- Remove dust and cobwebs. Clean all ceiling fans, baseboards, ceiling corners, window sills and all other obvious areas.
- Remove all broken/jagged glass from windows and re-glaze as necessary
- Wash, rinse, and dry all counter tops, cabinets and drawers (interior and exterior).
- Replace all missing switch plate and outlet covers
- Place wire caps on all exposed wiring, including ceilings
Ceiling:
- Clean all light fixtures and ceiling fans.
- Remove dust and cobwebs from ceiling fans, ceiling corners and all other obvious areas.
Interior Doors:
- Clean all door surfaces with appropriate solution to remove dust and light mildew
Floors:
- Vacuum all carpeted floors, sprinkle a carpet freshener powder prior to vacuuming
- All interior uncarpeted floors must be broom swept and wet mopped appropriate cleaning solution. Other floors, i.e., garages, carports, porches, patios, decks, stoops, storage sheds, etc. are to be swept clean, removing all dust & dirt particles.
- Clean any surface including woodwork, baseboards, doors, faceplates, and all air conditioning and heating vents.
- Remove all oil or grease from driveways, carports and garage floors.
- Clean fireplace or wood burning stove by removing ashes and sweeping firebox and hearth. Close damper. If burn products are present, remove to an acceptable dumping area and clean off any leftover residue.
Kitchen:
- Clean all appliances with appropriate cleaning solution, rinsed with water, and dried. The oven/range will be cleaned using acceptable commercial oven cleaner. Oven racks will be cleaned of all built-up dirt and baked on grime. The interior of the oven door, including any glass, shall be cleaned with oven cleaner and/or glass cleaner. The oven cleaner will be thoroughly rinsed and wiped at the end of the cleaning. Replace the burner drip pans if they don’t clean up. The refrigerator and freezer must be cleaned and free of any mildew and build up stains. Leave a box of baking soda inside the refrigerator. Thoroughly clean inside and outside of the exhaust vent over the stove.
- Remove dust and cobwebs from counters, cupboards and closets, windowsills, ceiling fans, baseboards, ceiling corners and all other obvious areas. Clean all window and sills with appropriate cleaning solution.
- Wash, rinse, and dry all counter tops, cabinets and drawers (interior and exterior).
o LEAVE 2 AIR FRESHENERS INSIDE THE PROPERTY
All Rooms:
- Clean all windows on the inside with a commercial glass cleaner, removing any and all tape, signs, placards or other items which might obstruct view.
- Replacement of all missing switch plate and outlet covers
- Clean all light fixtures.
- LEAVE 2 AIR FRESHENERS INSIDE THE PROPERTY
- Vacuum all carpeted floors, sprinkle a carpet freshner powder prior to vacuuming.
- All interior uncarpeted floors must be wet mopped appropriate cleaning solution. Other floors, i.e., garages, carports, porches, patios, decks, stoops, storage sheds, etc. are to be swept clean, removing all dust & dirt particles.
- Clean any surface including woodwork, baseboards, doors, faceplates, and all air conditioning and heating vents.
- PLACE WIRE CAPS ON ALL EXPOSED WIRES, INCLUDES CEILINGS.
Results: Clean floors free of trash and foreign matter. Do not leave water streaks or mop marks, dirt in corners or behind doors, dust streaks or dust in corners, crevices, moldings, and ledges; oils, spots or smudges on dusted surfaces caused by dusting tools; dirt or debris on uncarpeted floors. Plumbing fixtures: leave as clean and bright as possible, without dust, spots, stains, rust, mold, and moisture. Prior to leaving premises, check to see that all windows and doors are locked. All cleaning and maintenance of the property was performed in accordance with these standards. Water is to be discarded and shall not be disposed of in winterized drains, toilets or sinks.
The above list is not all-inclusive. Properties must be in a clean, sanitary, safe and in show condition.
INITIAL LAWN SERVICE
AMS will maintain each property in a neat, pleasant curb appeal and presentable condition. AMS will remove all resulting debris from the premises and not leave it for City pickup. AMS will dispose of debris in a manner legally permitted in the community where the work is performed and is at AMS’s expense.
Lot Clean-up:
- Remove and dispose of all refuse, debris, junk, leaves, lawn paraphernalia and other objects not ordinarily kept on a lot and other exterior areas including carports.
- Trim low hanging branches of trees which obstruct any property entrance or walkway; trim down weeds in flower beds and foundation plantings; and remove dead shrubbery, sprouts, saplings, and brush.
- Perform all trimming in accordance with accepted horticultural practices for the types of plants involved.
- All debris, trash, leaves, limbs, must be removed from the roof and gutters. Remove any plant/vegetation growing on roof, gutters and downspouts.
Mowing:
- Cut to the edge of each property line to a maximum height of two inches with a conventional lawn mowing machines.
- Do not use equipment, which might damage the yard, house, grade or fences. Do not leave any grass clippings on top of the lawn.
- Do not remove fences or gates.
Edging:
- Edge all paved walkways, curbs, and driveways1/2” to 2 ½” deep with bladed edging equipment.
- The use of string trimmers is not acceptable.
- Use of chemical grass/weed killers for edging is prohibited.
Trimming:
- Use a string trimmer to trim around foundations of all buildings and sheds, bushes, trees, planting beds, sidewalk/driveway, expansion joints, flush with fences and other construction that would normally require trimming.
- Do not leave cut weeds or tall grass clippings.
Clipping Hedges and Shrubbery:
- Hedges, shrubs and trees should be cut back 18” off of the roof and walls so no hedges, shrubs or trees touch the house or roof.
- Front hedges, and shrubs should be cut low enough to see all windows and doors.
- Clip to give a neat, even appearance and promote healthy growth.
- Perform this service in accordance with accepted horticultural practices for the type of plants involved. Sweeping/Removal of leaves/straw, etc:
- Sweep paved sidewalks, driveways, curbs, patios and porches.
- Ensure all clippings are bagged. If blown, do not blow into adjoining properties, street or storm / sewer drains.
- Remove all bags from property-transporting them to the dump on the same day.
- Remove leaves, pine needles from lawn, sidewalks, driveways, curbs, carports, patios and porches.
Tree Trimming:
- Trim all tree branches away from the rooftop a minimum of 18”.
- No tree limbs are to touch the roof or the house.
- Trim up all low hanging branches to a minimum of 8 feet above ground level.
Winter Services:
- Remove leaves, pine needles, debris and small branches from the lawn, shrubs, flower beds, sidewalks, driveways, curbs, carports, patios, porches, gutters, downspouts and roofs.
- Do not rake or blow leaves into adjoining property, street, vacant lot or alley.
- Mowing over leaves is not acceptable unless raked afterwards or grass catcher completely removes them. Resulting area should be clean with no evidence of leaves, pine needles, debris or small branches.
Snow Removal.
- As Applicable, remove from private access and from public walkways consistent with local ordinances.
- Place commercial salt pellets on walkways or other surfaces that may cause slippage.
COMPLIANCE WITH CODES:
- The AMS will comply with all City, County and State Codes, Laws, and Ordinances applicable to this work and obtain, at own expense, necessary permits, certificates and licenses.
ROUTINE LAWN SERVICE SPECIFICATIONS – Up to 15,000 square feet
Each property will be maintained in a neat, presentable condition and make sure the lawn has a well “MANICURED” look with good curb appeal.
Cleaning:
- Remove and properly dispose of all litter and trash, rubble, fallen tree branches, and any other objects such as discarded paper products, newspapers, fliers, glass, wood or material/debris including carports.
- All trash and debris found within the property lines must be removed from the premises and disposed of in accordance with local codes.
- AMS will remove all resulting debris from the premises and not leave it for City pickup. Nothing is to be left at the curbside for city refuse collection.
- The AMS will dispose of debris in a manner legally permitted in the community where the work is performed and is at AMS’s expense.
